Health officials say a groundhog killed by a dog near Pittsburgh has tested positive for rabies. The county health department says the groundhog (not a raccoon) was brought to one of its facilities after a dog killed it in Mount Lebanon. Officials say this is the ninth rabid animal reported in the county so far this year. The others were four raccoons and four bats. One will see emergent behaviors, conspiracy theory (lab accident or intentional release of rabies), reports of sighting of these or other mythological creatures (believe it or not this happens in nearly every epidemic), over reactions of behavior and policy (over abundance of caution for West Africa Ebola, closing borders, disproportionate public health violation of civil rights, exterminating pigs during the 2009 Swine Flu, easily repurposed to culling bats), fear mongering, and magical thinking to include scapegoating (lynching, attacks, denial of medical access 2 and abuse 2 3 4 upon immigrants -180701-1.1↓), panic, and influencing the 2014 (and arguably the 2016) US elections. Fourth, people get most of their scientific literacy from fiction (which uses fact to increase believability) and friends, not from science classes, personal experimentation, or reading (boring) scientific literature. -3.1, -4, -4.1, -4.3, -6, -7, -180701-1.1↓.

The One Health Commission supports Bat Rabies Education in the Americas at this time has a clinical/ medical approach to Bat Rabies, so as the sole non member social (fuzzy) scientist contributor to BRET, who has a background in education and public information, it is expected that BRET will not immediately accept the information – quite frankly it will appear to be non sequiturs, ludicrous juxtapositions, and rabbit hole tangents – much less know how to apply what the aspects and human factors insights contribute. Information sharing and acceptance is a process, explaining relevance, having real world incidents that are applicable (but one hopes that these don’t happen as people die during the learning curve), moving from awareness to interesting to maybe there is something to this, making mistakes and probably offending people, encouraging to ask questions and examine assumptions, learning what questions to ask of social science* and how to ask, gaining value where it is not just interesting but worth putting effort into. -B. I have not read all the emails yet but this one brings up a particular concern about relevance. One of the reasons I feel that medical does not seek out information about human factors is that it does not seem relevant. Why care that there are bats in the belfry. To explain then. 1) You asked the question that was not answered in the article. How does the library handle the guano problem. Good question and one that I myself asked and found the answers. The clues of what to ask about guano were actually in the article. Cleaning is daily and they cover the tables and book each evening. 2) What I don't know and would have asked my medical partners is what are the health and environmental dangers and damage of bat guano, urine, feces, food droppings, possible parasite or insects they could bring in. Actually I know some of the answers to those questions but as I am not medical I would rather ask the experts of BRET. I would have also asked structural engineers about materials and construction that mitigate potential bat problems to buildings. 3) Currently from what I can find about the Nipah outbreak in India it is known that fruit bats are the carrier/ vector, but so far they have not found any infected bats. Is there another mammal involved in the particular transmission. Are there bats in anthromes that are so mundane that people forget or dismiss. For example bats are frequently associated with temples. Could it be that people were exposed at a temple, or from a temple source, and did not think of it as a place where the could have been exposed because it is sacred. Is there a mythology of temple bats that makes people not even consider that as a reservoir. 4) Could the lessons from Nipah in India be applied to Rabies in different continents. Are there types of bat interactions in India that would have counterparts in other parts of the world. Is there a practice of guano clean up – and likely selling of the material as a fertilizer which may be a source of infection – that is a health risk. <ADDED 180701-180527-2.2>4. 5) You may recall the Ebola outbreak in West Africa. There was a legitimate question about why was Ebola spreading far faster than its reproductive rate would explain. One medical individual looked at it as a medical problem and speculated that Ebola had "mutated" and now could be transmitted by air. Unfortunately instead of remaining in medical channels he chose to publish in the New York times where it quickly increased the panic, diverted attention, became a political meme, ended some careers, resulted in civil rights violations, and general rejection of medical expertise. At the same time MSF anthropologists were pursuing if the acceleration was from human factors such as bush meat, traditional healing methods or funeral practices. It was later determined to be a combination of traditional healing and funerals. 6) If one looks a rabies from bats being transmitted to humans one can see analogues with these irrelevant observations. 7) Another question is why humans chose to adapt to the bats rather than prevent entry or exterminate. Do the bats feeding habits keep down an insect population that have feeding habits that enjoy cellulose and other products that are used in the manufacture of book. Was the technology of the time the library built unequal to the task of preventing ingress and/or destruction of bats, and current means to do so are now considered ecologically unsound. Was there local knowledge about bats that recognized that bats could be a problem and already had solutions that informed the construction of the library – construction of the ranges to avoid bat droppings and roosting, the covering of the tables, making a library inviting as a hunting ground but not as a roosting habitat. What are the local clean up practices that protect people form bat dust that could be a health hazard. 8) Note also that it took a large amount of words to address why care (and even so only partially), and that the above is not refined to be simple, clear and concise writing that meets government standards, not the opposite writing that meets academic standards. From experience unless people see immediate relevance or are personally interested they will not make the effort to go though something like the above. Hence the use of the ludicrous juxtaposition (also called humor), that is short, invokes questions, and just maybe will get sufficient interest to explore. | This is what I hoped would happen by sending the article. That questions would be asked about why is this information relevant and applicable, and should be dismissed as ludicrous. This is what is known as breaking out of silos, out of the box thinking. The problem though is not limiting oneself by staying in one's safe silo/box, but how to find and apply what is in other silos, outside the box, to one's silo and box. Thanks for questioning why as medical people should there be any interest about bats in libraries. More than likely there is not, but requiring that the information be provided is a form that clearly gives the pertinence to medical is ignoring the reality that people, the world, nature in general, knowledge don't work that way.

An effective quarantine requires a process that inspires trust in government, only punishes noncompliance, and promotes a culture of social responsibility. Accomplishing successful quarantine requires incentives and enabling factors, payments, job security, and a tiered enforcement plan. We find that most states allow for an individual to have a hearing and to have a voice in burial and cremation procedures, yet are weak on all other individual rights measures. Few states have provisions to protect employment when an individual is under quarantine, and less than half have plans for safe and humane quarantines. Decision makers at the state and local levels must make a concerted effort to revise and update quarantine laws and regulations. Ideally, these laws and regulations should be harmonized so as to avoid confusion and disruption between states, and public health officials should work with populations to identify and address the factors that will support successful quarantines if they are ever required. -6 et al, -180624-4.1, -180204-6.4‡↑.
