-6. The Importance of Legal Preparedness for Tribal Nations. Public health emergencies, including infectious disease and natural disasters, are issues that every community faces. To address these threats, it is critical for all jurisdictions to understand how law can be used to enhance public health preparedness, as well as improve coordination and collaboration across jurisdictions. As sovereign entities, tribal nations have the authority to create their own laws and take the necessary steps to prepare for and respond to public health emergencies. Thus, legal preparedness for tribal nations is crucial to public health response. All individuals and communities should be legally prepared.

This dissertation proposed a new framework introducing four major classes of Non Medical Obstacles (NMOs): Security, Logistics, Communications (in PDWN communication means between parties, and communicating information to the community in an environment that contains misinformation), and Social/ Cultural issues. When the impact of these NMOs are better understood and incorporated into future public health responses, it will be possible to provide more effective and efficient care to populations in need.
