Hard to fill FOIA requests when access to archives and records, and news interviews and press briefings =2= =3= are all legitimately limited by social distance. CV7. Emergence: The implication is that emergence is always non governmental, a dormant behavior (grassroots) that emerged in disaster when government could not fill a want or need. This is incorrect. There is much that is informal in and out of formal rules and organizational structure. There is the polite fiction that there is a difference between what is authorized and directed, and what is unauthorized and unofficially done but did not happen (at least until there is a rule change), such as behind the scenes and grassroots. CV12. Personal: I keep reading about boredom while sheltering in place. That is not my experience. From email alone with people sharing items with me and answering requests I have only a little time to check websites that are good sources of parademic related information. Even so I still have time for other activities, i.e. sorting through boxes in the garage. Finding it difficult to throw away stuff that intellectually I know no one really cares about and will likely throw out when I am deceased (hopefully not soon). CV22. Longue Duree: Indian Health Service, Rural Areas to Have Priority Access to Rapid Coronavirus Tests. Given the track record of ignoring previous promises, treaty agreements, and of funding being diverted from what was funded, I am skeptical. Supporting IHS would be a major change in US historical de facto policy. Suspect that the rural support is more to support a political goal and agribusiness, though the general population of rural areas are hurting in terms of medical access. Frankly assets should be triaged, and sent to urban areas with dense populations, high poverty rates, and economic repercussions if neglected. Help to urban areas will have greater immediate need and benefits more of the many, on the other hand urban areas have better access to distribution of supplies and maybe can wait a little longer. It needs to be acknowledged that this screws people who are at high health risk because of historical Othering and neglect that puts them in a vulnerable position of having limited health care access, small isolated populations and limited economic value to the whole of society.
