CV1. Safety, Security: ICE Detainees Were Pepper Sprayed During a Briefing on Coronavirus. Prison situations tend toward violence. Add an existential threat, people who are trapped with that threat, add other people charged to keep people enclosed with the threat and therefore also at risk, then inhumane behaviors are inevitable.             -A. WHO Sets 6 Conditions for Ending a Coronavirus Lockdown: 1. Disease transmission is under control, probably meaning a vaccine to ring outbreaks and herd immunity. 2. Health systems are able to detect, test, isolate and treat every case and trace every contact, likely involving reliable and rapid tests and recognized that CV will be dormant and endemic. 3. Hot spot risks are minimized in vulnerable places, such as nursing homes. 4. Schools, workplaces and other essential places have established preventive measures, this will include medical surge capacity of supplies. 5.
