There will be no way to decrease our cases and beat the pandemic in the U.S. unless we have a concerted effort and a national plan for testing and contact tracing. It’s really important for the U.S. to be at the table with the World Health Organization and with our global partners to fight this disease. We can’t do it alone and we’re not going to beat Covid-19 here until we beat it everywhere. CV01.1. Playbook for Early Response to Emerging Infectious Disease Threats and Biological Incidents, 200608-CV07. This plan would have been an adequate start place for CV at the Federal executive level, especially for Continuity of Government and Global Health if those has been severely disrupted and lost capabilities by the CV Pandemic. However, from the parademic biased perspective it is inadequate for addressing human factors*A – data collection, coordination, contact tracing, resistence to protective measures, unequal medical access, unemployment, mass casualties/ fatalities, services for those quarantined, crisis communications, medical supply and manufacture, concurrent cyber attacks and disinformation, panic, civil rights of those who were overseas, exploitation. This is a bit surprising as this is clearly based on the experience with the 2014Ebola, but lessons learned from the West Africa hotzone, and the domestic ebolaphobia, fear mongering and exploitation were not included.
-*A. The play book does address some of the parademic issues that have arisen during CV, albeit in very general terms as is appropriate for the executive level. The executive level is normally supported by subject matter experts and real time information and analysis. The playbook – its not a plan, but as part of an exercise to support plans – include international and domestic situations and coordination, security, political, stability, infrastructure impacts, finance, personnel, global health collaboration, assumptions, travel. Hopefully what has been learned will be included in a future Rubric for Decision Making.

CV03. Information: Data Is Key to Fighting the Coronavirus. Here’s Why It’s So Hard to Find. If you wanted to know how many tests for novel coronavirus were administered across the United States yesterday, there would be no single public government source you could check for that information. -A. In places like South Korea and Taiwan, the government compiles and updates a daily data dashboard that the general population can easily access. But in the U.S., the federal government has increasingly placed the burden on states to test possible cases and keep tabs on potential outbreaks, with little overarching guidance. Without that, public health officials throughout the country have engineered dozens of different ways to count cases, making it harder to know when a community is at risk.
-B. In the aggregate, these differences in data can amount to apples and oranges comparisons. They can misrepresent our overall picture of the virus, and interfere with reopening plans and appropriate health interventions, if cases are missed or misrepresented.
-C. Battling a pandemic with data gaps is like trying to put together a puzzle when the pieces don’t quite fit or are missing altogether. As states reopen and Americans are still struggling to figure out how they can safely return to work, school and other parts of their lives, being able to interpret and understand the numbers that do exist has become even more important – and even more complicated.
-D. What is more concerning is not that the US became authoritarian like in becoming secretive and misleading with information, but at how quickly it happened. The Milgram Shock Experiment is another example. However, more chilling was the Stanford Prison Experiment =2=. This prison one turned out to be fraudulent research, but being a fake =2= is either still taught as real or being dismissed as having no value. It in fact demonstrates the same principle – and the phenomena has been demonstrated in natural experiments – of acceding to authority, and worse willingly participating in what was clearly unethical staging for an a priori conclusion.
