This is also a tacit acknowledgment that the Federal government is not able to perform this function, and no longer have the clout (i.e. money) to institute its program. That also implies the states are accepting the financial burden, possibly in part through mutual aid. This will have significant implications for the future, a situation that has not existed since antebellum CV23.
