-1. Hand SALUTE DR, Windshield Survey
-1. There are circumstances where a biocalamity is so extensive and lethal that it is dangerous to gather information on what are the needs and what resources are available to meet those needs. One way to partly accomplish this is a quick windshield survey using the acronym Hand SALUTE DR (Hand Salute Doctor).
-A. Hand: Hands can Harm [Photo =2=] and Heal [Photo =4=].
-B. Situation: What are the external events that are happening now that influence the biocalamity, and lead up to the current syndemic biocalamity and parademic.
-C. Activity: What is the specific incident in both medical and behavioral terms, and likely consequences/ outcomes if nothing changes.
-D. Location: More than just the coordinates but relation to other incidents and structures, direction of travel, likely stopping places. In the chaos of a disaster it if very easy to confuse places and incidents. Assistance could be provided to what was an unknown incident but seems to be the same and at what was identified as the location, while just around the corner is the known incident that the assistance was intended for.
-E. Unity: What are the commonalities with other incidents, common grounds between groups, umbrella identifications. Are there related problems, for example a water borne illness would imply there is a problem with the water supply. Unity is not to be confused with uniformity and united. This is more unity of effort, the usually temporary cooperation between otherwise competing groups with different goals, conflicting beliefs, toward a common purpose that helps both. 200531-CV27.
-F. Time: Of incident, of being requested, of observation, of making report, estimated arrival of assistance.
-G. Equipment: On scene, what the survey has, what is needed. Vehicles, powers, food, supplies, construction and tools.
-H. Decision: Made by the team, people at the incident, directing authorities.
Report, Responsible: Always report, who made the report.
